Top one I use: The Journal (DavidRM, software) - Journal plus note in outline tree form for easy access and entry. (See also Computer Journal Organized Tree Outline Formats.)
Tabbed dividers:
Pre-numbered (1-32, etc.)
Writable plastic tabs (seem to be less costly than manila) - I prefer 8 tab, white, so I can see more options at one time
Manila Tabbed (Oxford Manila Tab Dividers; Office Depot Brand Plain Dividers) - Best for me, writable, but plastic tabs are cheaper
Insertable tabs are the hardest to work with
